None of those apps plans a route, so drivers pay for their own optimiser and switch between three apps at every stop. A generic optimiser can't see which parcels are on a timed service, so those are the ones that arrive late. And a failed delivery coded "customer not available" is hard to argue with when there's nothing to say whether anyone actually tried.
The route is built by a tool that doesn't know which parcels carry a cut-off, and those are the deliveries with penalties attached.
